Hello,

I've been working on updating the bylaws per USA-WS & NSSA


The "MWRSSA P&P Manual Draft org..." document contains the suggested 
manual.

The "MRSSA P & P Manual" document is what I consider to be the first 
cut at this new document.
Please review & comment.
